In the post-colonial, post-independence paradigm of the early 1950s, Public Administration really meant providing service to the people by the State apparatus using the ground rules of justice, ethics and fair-play. This was the intention of the visionary Pandit Jawaharlal Nehru when he established the Indian Institute of Public Administration on March 29, 1954 based on the recommendations of a survey carried out in 1953 by Prof. Paul H. Appleby, Dean, Maxwell School of Citizenship and Public Affairs, Syracuse University and a Consultant with the Ford Foundation invited to advice on the subject, by the Government of India.

Profile- The Regional Centre for Urban and Environmental Studies (RCUES) is an autonomous organization established through a Memorandum of Understanding between Osmania University and Ministry of Housing and Urban Affairs, Government of India in the year 1970. RCUES is sponsored by MoHUA to cater the training and research needs in the areas of Urban Development of constituent state governments, namely, Telangana, Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Meghalaya, Nagaland and the Union Territories of Puducherry and Andaman & Nicobar. RCUES, in its long journey of forty-eight years continues to grow adapting to the challenges of capacity building in the area of urban governance. Initially, the focus was on training of the urban functionaries working in various departments like town and country planning, public health engineering and urban local bodies. RCUES has over the years tuned its activities to the requirements of central and state government schemes and programs for the augmentation of ULBs.

Apart from training, RCUES has been organizing several international, national and regional workshops and seminars on topical themes like urban rejuvenation, water and waste management, slum development, decongestion of cities, urban environment and poverty alleviation, urban planning, etc. It has also engaged various activities of academic and professional collaborations with international organizations like UNICF, DFID, USAID, ILO, UNDP, HSRC, etc. RCUES has organized overseas capacity building programs to the municipal functionaries of Kenya and Uganda. Over the years, RCUES expanded its horizon to international, national government and non-government organizations, especially in the areas governance, poverty alleviation, finances focusing on social mobilization buildings of the grass-root levels involving not only government but also NGOs and community based organizations.

Regional Centre for Urban and Environmental Studies(RCUES), Mumbai

Profile- The Regional Centre for Urban and Environmental Studies (RCUES) at All India Institute of Local Self Government(AIILSG) was established by the Ministry of Housing & Urban Affairs (MoHUA), Government of India in 1968. RCUES Mumbai undertakes urban policy research, technical advisory services and works towards strengthening capacities of municipal officials and elected members of the ULBs from states of Goa, Gujarat, Maharashtra, Rajasthan and UT's of Diu, Daman, Dadra, Nagar Haveli and Lakshadweep in the Wester Region and States of Assam and Tripura in the NORTH East Region. RCUES, Mumbai is working towards enabling better cities by extending capacity building, policy research and technical advisory support to the Urban Local Bodies (ULBs) in India. RCUES, Mumbai is Recognized as a National Training Institute (NTI). The Principal Secretary, Urban Development Department (GoM) is the Ex-officio Chairperson of the advisory committee of the RCUES, Mumbai, which is constituted by the Mohua, GoI.

Profile- The Society for Promotion of e-Governance (SPeG) is a think tank and mission mode organization, established in February 2004 and promoted by senior IT and e-Government practitioners, bureaucrats and legal experts as its founder members. The society is duly registered with Registrar of Societies, New Delhi vide registration number S-48415 of 2004. SPeG has been engaged in research, knowledge management, community building projects in Asia and Europe. The organization has actively participated in the e-Government policy deliberations of Malaysia, Nepal and European Union over past decade and has partners in Europe and South East Asia for working on knowledge management and advocacy for next generation public services.
